Status of Felt Restrictions in the United States
Since 2009 there has been an increasing move toward restricting the use of felt soled waders and wading boots. Effective Jan 1, 2012 Rhode Island has banned the use of felt soles in both fresh and salt water. With the Alaska statewide ban also taking effect on Jan 1 there will be four states (Alaska, Maryland, Rhode Island and Vermont) with statewide bans. Missouri will be implementing a ban on felt in trout waters effective Mar 1, 2012. See The Science of Felt (2009) to look at the science driving the move to eliminate the use of felt soled waders.

Preventing Aquatic Species Invasions in the Mid-Atlantic: Outcome-Based Actions in Vector Management - Aquatic Invasive Species in the Mid-Atlantic Vector Workshop Findings (2010)

The Lake Superior Binational Program has developed a draft Aquatic Invasive Species Complete Prevention Plan (Dec 18, 2009; PDF | 780 KB) to address the threat of invasive species in the lake. Comments on the plan are due by Feb 26, 2010.

Marine Biofouling & Invasive Species: Guidelines for Prevention and Management (An Assessment of Risks and Management Initiatives) (2008; PDF | 1.4 MB)
Global Invasive Species Programme; United Nations Environment Programme. Regional Seas Programme.
Astoundingly, more than 70% of introduced marine species in Australia and New Zealand are now thought to have been introduced by biofouling. This report aims to raise awareness of the threat posed by marine biofouling, assess the risks using detailed case studies and present strategies for the prevention and management invasive marine species.

Halting the Invasion in the Chesapeake Bay: Preventing Aquatic Invasive Species Introduction through Regional Cooperation (Dec 2007)
Environmental Law Institute.
A report by attorney Read D. Porter that examines coordination on aquatic invasive species prevention among the Chesapeake Baystates. The report focuses on prevention-related legal authorities in Virginia, Maryland, and Pennsylvania in particular, and recommends actions to improve regional cooperation both within the existing regulatory frameworks and through potential amendments to state laws and regulations to enhance prevention.
