Status of Felt Restrictions in the United States
Since 2009 there has been an increasing move toward restricting the use of felt soled waders and wading boots. Effective Jan 1, 2012 Rhode Island has banned the use of felt soles in both fresh and salt water. With the Alaska statewide ban also taking effect on Jan 1 there will be four states (Alaska, Maryland, Rhode Island and Vermont) with statewide bans. Missouri will be implementing a ban on felt in trout waters effective Mar 1, 2012. See The Science of Felt (2009) to look at the science driving the move to eliminate the use of felt soled waders.

Where the Invasive Things Are -- and Where They Could Be (Mar 9, 2010)
University of Wisconsin-Madison.
Researchers at the Center for Limnology have launched a new Web site, Aquatic Invasive Species Smart Prevention, to help assess the threat of aquatic invasive species in Wisconsin's lakes. The researchers partnered with the UW-Madison Applied Population Lab to develop an interactive Web site displaying a map of Wisconsin with more than 12,000 lakes color-coded to reflect their environmental suitability for zebra mussels, and are in the process of expanding the site with maps for additional species.

Assessment of the Efficacy, Availability and Environmental Impacts of Ballast Water Treatment Systems for Use in California Waters (Jan 2009; PDF | 777 KB)
California State Lands Commission. Marine Facilities Division.
Produced for the California State Legislature.

The Coastal Ecosystems Protection Act of 2006 expanded the Marine Invasive Species Act of 2003 to more effectively address the threat of nonindigenous species introduction through ballast water discharge. The Act charged the California State Lands Commission to implement performance standards for the discharge of ballast water and to prepare a report assessing the efficacy, availability, and environmental impacts, including water quality, of currently available ballast water treatment technologies. This report summarizes the Commission’s conclusions on the advancement of ballast water treatment technology development and evaluation during 2008, discusses future plans of the Commission’s Marine Invasive Species Program regarding the implementation of California’s performance standards for the discharge of ballast water, and makes recommendations to the Legislature.

Identifying Risk Factors to Stengthen Current Strategies Aimed at Minimizing the Introduction of Quagga and Zebra Mussels to Lake County, California (Jan 2009; PDF | 156 KB)
Lake County California Information Portal.
Prepared by: Lake County Fish and Wildlife Committee.
Risk assessment proposal addresses the current threat posed by both the quagga mussel (Dreissena bugensis) and zebra mussel (D. polymorpha). This report identifies a number of positive actions already undertaken by the County of Lake and encourages their continued support. Secondly, this report attempts to prioritize the various risk factors associated with each Lake County waterbody with public access, and provides organizational and management guidance to direct preventative measures against mussel introduction.
