EPA Finalizes Vessel General Permit / Action Will Help Protect U.S. Water Quality and Reduce Risk of Invasive Species (Mar 28, 2013) The EPA issued issued a final vessel general permit regulating vessel discharges from commercial vessels, including ballast water, to protect the nation's waters from ship-borne pollutants and reduce invasive species in U.S. waters. The permit imposes international cleanliness standards that the Coast Guard also adopted in regulations it issued last year.

New NOAA Manual Gives Coastal Managers Tips for Combating Invasive Lionfish (Oct 18, 2012) Scientists from NOAA's National Centers for Coastal Ocean Science and their partners have teamed up to create specific guidelines for coastal managers to control the spread of invasive lionfish. The new manual, Invasive Lionfish: A Guide to Control and Management, includes the best available science and practices for controlling lionfish in marine protected areas, national parks, and other conservation areas. By following suggestions in the publication, resource managers can develop effective local control plans. The guide is available for free online.

Lamprey Barrier will Help Protect Lake Michigan Fishery (Apr 26, 2012) State and federal agencies recently completed construction of a $1.6 million sea lamprey barrier in Trail Creek, a Lake Michigan tributary in northern Indiana. The barrier will prevent sea lamprey from spawning in the creek, which will reduce the number of these monstrous, blood-sucking invaders in Lake Michigan. The barrier and other efforts to control sea lamprey are paramount to efforts to maintain a healthy Great Lakes fishery. Each sea lamprey can consume up to 40 pounds of fish during its time in the lakes.

New Bills to Confont Asian Carp Threat -- Update to Congressional Bills - 112th Congress.
Provides information for invasive species related Congressional bills, including introduction date, sponsor, summary, full bill text, and bill status.
Congress introduced new bills aimed at combating the spread of Asian carp into the Great Lakes. The legislation directs the U.S. Army Corps of Engineers to complete within 18 months its study on how to separate the Great Lakes and Mississippi watersheds to block the advance of the non-native Asian carp. The voracious fish are within miles of Lake Michigan. Scientists fear that an Asian carp invasion into the Great Lakes could devastate the region's $7 billion sport and commercial fishery. The legislation updates the Stop Asian Carp Act of 2011, which was introduced last year.
S.2317 - Stop Invasive Species Act of 2012 -- A bill to compel the Secretary of the Army to complete the Great Lakes Mississippi River Interbasin Study within 18 months and to focus particular attention on the permanent prevention of the spread of aquatic nuisance species between the Great Lakes and the Mississippi River Basins.
Related Bill -- H.R.4406 - Stop Invasive Species Act

Coast Guard Issues Standard for Living Organisms in Ships' Discharged Ballast Water (Mar 16, 2012) The U.S. Coast Guard has finalized its ballast water standards, which are the most stringent to date. "These new regulations will aid in controlling the introduction and spread of nonindigenous species from ships' ballast water," said Jeffrey Lantz, director of the Coast Guard's Office of Commercial Regulations and Standards. "This final rule establishes a ballast water discharge standard that is protective of the marine environment and is also consistent with the discharge standard adopted by the International Maritime Organization in 2004." See related Federal Register Notice (Mar 23, 2012) for more information.

U.S. House Passes Bill Stripping States of Authority to Regulate Ballast Water Discharges (Nov 2011) A proposal passed by the U.S. House Nov 15 would strip states of the authority to establish ballast water standards that are more stringent than those set at the federal level. It would also set a new national treatment standard in line with that of the International Maritime Organization. For more information, see the ballast water provisions in HR 2838, the Coast Guard & Maritime Transportation Authorization Act.
